The Department of Health & Human Services' administers 115 programs across its 11 operating divisions. HHS offers a variety of social service programs geared toward persons with low income, disabilities, military families, and senior citizens. Healthcare rights are defined under HHS in the Health Insurance Portability and Accountability Act which protect patient's privacy in regards to medical information, protects workers health insurance when unemployed, and sets guidelines surrounding some health insurance. HHS collaborates with the Office of the Assistant Secretary for Preparedness and Response and Office of Emergency Management to prepare and respond to health emergencies. A broad array of health related research is supported or completed under the HHS; secondarily under HHS, the Health Resources & Service Administration houses data warehouses and makes health data available surrounding a multitude of topics.
HHS also has vast offering of health related resources and tools to help educate the public on health policies and pertinent population health information. Some examples of available resources include disease prevention, wellness, health insurance information, as well as links to healthcare providers and facilities, meaningful health related materials, public health and safety information. VA community living centers are similar to a nursing home and designed to support veterans of all ages with 24-hour skilled nursing care, restorative care, access to social work services, and geriatric evaluation and management. Some centers also provide mental health recovery care, special care for veterans with dementia or other cognitive deficits, respite care, palliative care, and hospice care.
There are activities for veterans of all ages and family-friendly visiting areas. Pets are allowed to visit or live in the center, and veterans are invited to decorate their rooms. Typically, veterans stay at community living centers for a short period of time, but some stay for the rest of their lives. More than 33,000 people work for departments in CHHS at state headquarters in Sacramento, regional offices throughout the state, state institutions and residential facilities serving the mentally ill and people with developmental disabilities. The Division for Community Living partners with more than 60 community based organizations that look to the agency for oversight and funding. Each division contains individual bureaus and programs that provide services to help people in communities.
For example, the Division of Family and Community Services provides direct services for child protection. It also contracts with community partners to assist people with developmental disabilities. Julie Edstrom joined Southern in July 2019, bringing over 25 years of experience in higher education enrollment management, marketing, and student services. She brings a successful record of progressive responsibility, process improvements, and staff development.
She comes to Southern from University of Providence in Great Falls, Mont., where she was vice president of enrollment management. Previously, she served in various capacities at Augsburg University in Minneapolis, Minn., most recently as vice president of enrollment management. As a regional provider of programs and services to its residents and visitors, Broward County employs more than 6,000 people in 60 different agencies in areas such as transportation, human services, planning and recreation.
The Office of Public Affairs manages the Region's internal and external communication efforts, serves as a liaison with federal, state and local government representatives, and manages the Community Involvement program. OPA helps ensure that key external stakeholders are informed about EPA's programs and decisions. OPA provides information about the agency's programs and activities; advises senior leadership on information presentation and timing; prepares speeches and press releases; and is the focal point for working with the media. There are three tiers of health departments, the federal health department, state health department and local health department. In relation with state and local government, the federal government provides states with funding to ensure that states are able to retain current programs and are able to implement new programs. The coordination between all three health departments is critical to ensure the programs being implemented are well structured and suited to the corresponding level of health department. The health department at state level needs to safeguard good relations with legislators as well as governors in order to acquire legal and financial aid to guarantee the development and enhancements of the programs.

HHS specifically oversees Project BioShield, established in 2003 and operating since 2004, and its development and production of genetically based bio-weapons and vaccines. HHS together with DHS are authorized under the Homeland Security Act of 2002 to deploy the weapons and vaccines produced by Project BioShield on the US general public under martial law during "emerging terrorist threats" or public health emergencies. Both HHS and DHS have similar authorities through state-based legislation adopted from Model State Emergency Health Powers Act provisions.

He has more than 31 years of experience in private and government agencies with the responsibility in administration, intergovernmental affairs, finance, logistics, budgeting, human resources, strategic planning and management, performance management and capital planning.
Alphonso has provided leadership in large, medium and large sized county government agencies with budgets ranging from $500 million to $5.2 billion. Alphonso's professional experience includes teaching online as a faculty member for the University of Phoenix, Phoenix, Arizona and Valencia Enterprises in Orlando, Florida. He is certified as a Florida Redevelopment Association Redevelopment Administrator. Alphonso is a retired Supply/Logistic Officer-Lieutenant from the United States Naval Reserves.
The goal of the Office is to provide strategic direction on the redesign of all aspects of the long-term services and supports delivery system, including service models, payment structures and data systems to create efficient and person-centered community-based care. The nation's population age 65 and older is projected to double between 2010 and 2038. By the end of 2021,the number of older adults in Colorado is expected to increase by 54 percent.
This Office helps prepare the state to meet the need for long-term services and supports and focuses attention and resources on meeting the unique needs of aging Coloradans and individuals with disabilities. OCL aligns services and supports so that individuals and their families, do not have to navigate a complicated and fragmented system. In addition to providing direct services, ADS subcontracts with over 60 agencies to provide a network of in-home and community services, support programs and assistance to older adults and qualified disabled adults. The National Association of Area Agencies on Aging is the umbrella organization for the AAAs and Title VI Native American aging programs in the U.S. Through its presence in Washington, D.C., n4a advocates on behalf of the local aging agencies to ensure that needed resources and support services are available to older Americans.
The Administration for Community Living is the official Federal agency dedicated to policy development, planning and the delivery of supportive home and community-based services to older persons and their caregivers.
